"The strategy of President Bush" Isn't that an oxymoron?? LOL

Bush has NEVER had a strategy, especially regarding Iraq, except to get to fly in a fighter and land on an aircraft carrier to applause. I'm sure he also had a strategy that involved riding in an open car through Baghdad while they threw flowers at him...but that didn't quite work out. The putting troops into neighborhoods is a military strategy and it had been discussed for a few years before it was actually deployed..FINALLY..

Baghdad is getting safer because we have U.S. troops in most of the neighborhoods now. If we put 30,000 troops into New Orleans THAT city would suddenly become very safe rather than the "murder per capita" capital.
