The previous head of that body died so maybe he just wants to show he can be elected to prestigious bodies like this despite losing the Presidential Election. And maybe this body does other stuff? Given its proceeedings seem to be secret. He's older than Khamanei apparently. It's interesting that the previous president was too moderate relative to Khamanei and so ineffective and this one is too radical....
