Consumers want Windows to:

1) Runs their apps.
2) Has fewer problems than Windows XP.

Microsoft failed at both.

From Microsoft's pov, the most important issue right now is to ensure a good transition to 64-bit, so that >=4GB RAM can be installed in normal PCs. They didn't achieve that goal, most users are going for the 32-bit version of Vista, locking themselves into a 32-bit memory architecture.
