No, but I do think the VERY best way to resolve the issues that are caused by out of control people, whatever their excuse is, is to charge them for every penny that it takes to make whatever they have destroyed as whole as they can. Have an implanted chip mandatory for murders and rapists, and robbers....so that society knows where these creeps are. And demand they financially pay back the people they have injured. If they don't pay, to jail they go, or for all I care, perhaps parachuted to an island in Anarticia or even in the tropics that is surrounded by sharks. They can fend for themselves. This goes for druggies, alcoholics, and dealers of whatever the substance was....
