Ok, maybe it's a matter of money and resources. Maybe not. It all sounds too familiar. Too many people living in poverty? More welfare. I think it was called the 'Great Society'. People graduating from high school not able to read? Pay the teachers and administrators more. I think it's called 'no child left behind'. Might very well end up being 'all children left behind', don't know yet, juries still out. My personal opinion is that throwing money at social ills is searching for an 'easier, softer way'. I don't know what the solution is. There may not be a solution, only a least bad path. People are messy. I don't have a lot of faith that spending more money doing the same thing will help. I fall back on the 'doing the same thing, expecting different results' line of thought. ARS
