It's part of the culture. I lived there for 15 years (I'm a NH native) and ceased to be surprised at what NJ natives found acceptable. Look at the Senator Torricelli "scandal" a few years ago. I remember too when a local politician, John Bennett, was caught doing things like putting Mom and MIL on the payroll, and charging the town he was atty for his billing fee of something like $240/hour while contracting out the work for a third of that price. A lot of natives I talked to didn't have a problem with that.

It may be that the NJites like the corruption....They've certainly seen it for years....and don't seem to do much about it.
