The whole "ethanol from corn" thing is a scam. It takes so much energy input to grow the corn and convert it to ethanol, it's a wash. It's just moving the subsidy from oil to corn.

With sugar cane, it works. But you've got to have a climate that will grow it.

It is not so much the region as the products. Corn and wheat are the big crops, and they have the biggest lobbies. The corn farmers latched on to ethanol from corn and got legislation written to encourage it and blocked legislation for other sources of ethanol.
