That is not an accurate, apple to apple, portrayal of the statistic. Try this. siadapp.dmdc.osd.mil That aside, in my view the most glaring statistic from the Clinton years is the fact that team Clinton reduced our military strength by 400,000 even as attacks against us were increasing. That alone makes Hillary unfit for command. That statistic is also shown at the link. Bill Clinton taught us about a piece dividend, when what we really wanted was a peace dividend. Weak morality and a lack of committment got him piece dividends. Military strength and firm committment is the way to peace dividends.
