Didn't he run out on his sentencing 15 years ago?

So why are flight risks held until trial's end? Are they not presumed innocent?

This guy was convicted in 1992, was out, and was so supposed to appear for sentencing. He skipped instead. He was known to have his own passport, and assets in Hong Kong.

How do you define "flight risk"?
