I believe the term refers to preventing a united front, allowing an imperial power to pick off the whole in small chunks.

Like Caesar did to Gaul. Part of the reason Caesar went into Gaul was to come to the assistance, wink wink, of the Roman Gallic allies the Aedui (sp?). Caesar was able to take Normandy and Brittany because the other gallic tribes had no loyalties to the tribes there, etc.

You're right, the British used this to great advantage. They took India by playing on the divisions among Indian princes. And they all went down, one by one.
