I'm not saying no one starves, but if they do, they are either very mentally incapable to the point that they are not able to take advantage of the charity and government food programs that are available, or there abducted or lost in the wilderness or something like that.

Generally people might be hungry at times, go without a meal or multiple meals or only be able to get very poor food, but starving to death? Not if your even slightly mentally capable, not lost or held captive or sick, and willing to make an effort to avoid starving.
