This is a bad bill making it easier for Large companies to just thumb there nose and violate patents. Will work in favor for businesses such as Microsoft who seems to have both the Democratic and Republican parties in there pocket. Once again, the golden rule. Those that have the Gold make the rules. If the patent is bad, it can be challenged and overturned. They should streamline the court system if they want to effect true reform. What congress is doing is to attempt to make it hard for the small entrepreneur.
