Actually, he made gold illegal for US citizens to own.

Foreign CB's could continue to redeem dollars for gold. This remained true till Nixon closed the gold window in 1971.

I'm not sure, if you were a foreign citizen and presented a US gold certificate, what the response would have been... a little research needed.

As for silver, silver certificates were redeemable until aprox 1964, but at the end there, they were being redeemed in silver powder, just to make things fun...
