Y2K resulted in IT enthroned and still milking lots of money in every company. In a big company, if a group of individuals, decide to push a case, and get the ear of the men at the top, it is unstoppable. ISO 2001, Y2K, lean accountancy... If a marketing machine starts moving on a global scale they create a bubble in anything: 3G spectrum, Global warming, Bird Flu...
