It also doesn't help if additional leading is suggested in the middle of the night before the day that it could possibly get implemented, that it could get test reviewed, before the notion gets a real-world evaluation of "okay, maybe that wasn't the right answer." Maybe you have a better suggestion based on your years of CSS. Oh .. wait. You didn't have a suggestion based on your years of CSS. What magic would you like to make work here, magically? Read the target is easy: Make everything 72pt font... or 144pt. That's definitely "READ THE BIG TARGET". Not that it's necessarily a happy medium, bordering on "way uncomfortable" but ... where were you going with this? I understand lots are unhappy with it.
