The labor theory of value is quite possibly what he meant. Its often what is meant when people talk about workers being exploited. But others while not buying the full labor theory of value have some idea that while it might be ok to pay workers less than the value of what they produce, even much less, that any pay less then some certain amount would somehow be unjust exploitation, even if the worker agreed to do the work for that amount and if receiving that amount makes their lives better.

"Exploit" could even mean a morally neutral claim the the company uses and benefits from the employee's labor. Of course given the context I doubt that was what he meant.
