If he's an idiot who doesn't know than he's not lying, if he is lying than he knows. Your accusations a incompatible with each other. And while the statement is obviously wrong, even dumb, I wouldn't call one dumb statement a sign that someone is an idiot. If it was I suppose we would have to consider everyone an idiot.

Turns out he was also lying about the 600M! It's 463M. So he rounds that up to 600M, then suggests to the interviewer that they round up his claim to 1B!
