the opportunity for Texas to do this has "expired".

At the time Texas was admitted I think it ceded parts of the state to the federal government, in return it's debts were canceled.

The boundary of Texas was claimed to extended to the Rio Grande from mouth to headwaters, a claim supported by the United States prior to annexation. Land that was formerly in this claim is now in Colorado, Oklahoma, Kansas, and New Mexico as well as Tejas. I think this is the 5 state breakup mentioned in the papers.
