That's the third definition. The 1st isn't relevant to either your point or mine. The 2nd is "a place of safety : REFUGE", and haven is not a term that is almost ever used to describe a place that is very dangerous. Well it might be used to describe a very dangerous place if everywhere around it was even more dangerous and you at least had relative safety while facing absolute danger, but that doesn't describe what Iraq is for the terrorists. In any case conditions aren't very favorable for foreign terrorists in Iraq right now.
