California has set more stringent emissions standards for decades. I wonder what will become of Vermont car dealers when all of their residents travel to purchase transportation out of state.

Calling the action "protecting the citizens" distorts things a bit IMO. They are "protected" from their own buying decisions.

Also I imagine rules that "require automakers to meet by 2016 an average fuel economy of about 43 miles per gallon in vehicles that weigh less than 3,750 pounds and an average of about 26 m.p.g. in heavier vehicles" will result in an awful lot of 3750+ lb vehicles. If your design would come up to 3400 lbs, you have a perverse incentive to add 350 lbs to it.
