Except that Byrd at least has the excuse that his state is one of the poorest in the country while Stevens' state has all that oil money to fall back on. And Byrd has risen to level of statemanship in recent years, something that even some Republicans agree on (though I'm sure most BushBackers won't). Is West Virginia still poor? I thought Byrd had paved it over completely with Federal projects by now. Putting the HQ of the Coast Guard in land-locked West Virginia has to be the all-time high-water mark of pork barrel projects.
