But we can measure terrorism in international terms as well, Hiroshima, Nagasaki, and Dresden were all international acts of terror by the definition in my post.

re terror.......funny but at times i get the impression that americans believe they have been the only victims of terror.....just as certain posters feel that only jews have suffered atrocities and genocide worth any mentioning.

ps the london bombing had much the same goal in terrorizing the civilian population, but only became a rallying cry and englans first victory in ww2.

stukka dive bombers were designed with special tails to instill terror with a high pitch whistleing .

terror is a psycologicle weapon and always has been...only todays globalization (internet and jet travel)gives it an international reach.

If that's how you're going to measure it, don't forget

The Rape of Nanking
Japanese behavior in the rest of Southest Asia
Auschwitz and all the concentration camps
The Blitz
Coventry
20 million dead on the German-Russian front
etc

When it comes to going out of the way to kill civilians, the Axis forces were hands down, the winners.
