Both the Nazis and the Communists in the Soviet and in China were masters at international terror and far exceeded anything the Muslims have done. It's easy to up civilian body counts when you control large populations and have a state that you can commit to total war or purpose-made famines, as both Stalin and Mao did at times. However, the Arabs bow to nobody in making a virtue of deliberating killing women and children. Their new twist is making a virtue not only to kill your enemies' women and children, but your own as well. If you are counting wars, then don't forget the 2 million dead (as I recall) of the Iran-Iraq war, which saw chemical weapons strikes against Iranian cities and human waves of boys with plastic keys around their necks sent out to clear mine fields with their bodies. The Arabs have fought quite a number of dirty wars in the last fifty years, like Algeria, or Egypt-Yemen in the 1950s (Nasser used poison gas there too), or the Lebanese civil war. So relative to their population sizes, they aren't doing so badly as you suppose, even before we add in the last 10 years of Al Qaeda and other killing. But Arab on Arab (or Arab on Persian) fighting just doesn't get much attention.
