I sure agree. A lot of arrests are made that are more based on "thought crimes" than on illegal actions.

That may well be the case. But I don't believe HRW to distinguish between child molestors and those who aren't so dangerous.

All of our laws seem to require a modicum of common sense, which sometimes do not get applied uniformly. I don't know whether this is an artifact of the law, or a defect among some of those charged with administering the law.

For example, a Zero Tolerance policy should not be expelling kids who have a Tylenol in their purse at school. It should not be expelling kids who draw a picture of a firearm or weapon. These things in themselves are harmless, yet you hear about such cases all the time.

I even heard a recent case where a woman won a lawsuit against Winnebago because the owner's manual of her RV failed to specify that she could not leave the driver's seat to make lunch while the RV was underway. She did that and wrecked her RV. Winnebago paid her a pile of money and a new RV.

The same principles must apply to sex offender laws. I have NO USE for bona fide sex offenders, but I know of one case in which a very fine teacher had his life ruined by a false accusation. There has to be some common sense in this.
