WELL, Jim, seeing that reinforced bunker and deciding they couldn't take it, they could have have asked the mayor to ask for state help. The governor could the have declared a state of insurrection and sent in the National Guard with tanks and bombers and done much more damage. OTOH, the bad guys, knowing they were wanted by the police, could simply have surrendered and avoided the the whole problem. This is like McVeigh blaming the Feds for OK City bombing.
