Apple clearly isn't too worried about speed or having the best technology or they would not have signed with ATT in the first place. They want a nice niche business that will give their business partners a lead for a few years. I don't think it will matter if they sell GSM, EDGE or WCDMA phones in the US, Europe or China this year. I would like them too, of course. That seems to be exactly the sort of thing that Apple is willing to sacrifice, in order to make the best niche for their products.
