hmmm interesting theory.

well then why didn't the ISPs start out with a fee structure along similar lines, charging by page views etc, since most ISPs are also provided by telcos? Was it because in the early days it was the ISPs like AOL that had the power and not the carriers themselves?

Seems like phone carrier prices were going down during deregulation and divestiture (?) (demonopolizaion?) when there were tons of smaller companies. Prices started going up as they merged during the Bush admin.
