Balanced the budget - No credit to the GOP Congress?
Reformed welfare - No credit to the GOP Congress?
Refrained from "big" wars - Just "splendid little" wars?
Cut military spending - A no-brainer given the end of the Cold War.
Invested in education - Who didn't?
Pulled in really capable people like Robert Rubin - OK
Reformed FEMA with good people - FEMA helped create and sustain prosperity?
Listened to Greenspan - OK

This is true, but it also underscores my belief that the federal government is the most effective when it doesn't try to do too much.

I'll probably get flamed for being "inscrutable" again, but when I say that Clinton didn't do much, that's not necessarily meant to be a bad thing.
