I wouldn't be wanting to do that if it were my bank lending out the money

Nor would any of the people already holding your scrip who would view the notional value of their existing security as being cheapened by the acceptance of lesser-grade and therefore more questionable collateral -- you might therefore trigger the bank run of the ages by foreigners with that strategy

I honestly don't think it's a viable option for the Fed BWTFDIK
