A bunch of cops were sitting on him when she shocked the guy. Seems they already had him under control. Why taser him?

How did the cops find themselves in that situation at all? The art of removing a miscreant from a room seems to be lost on modern day cops.

The guy may not be political at all, just a prankster looking for attention.

I don't think they Tasered him for paralysis purposes; they stunned him for compliance. (It's a different setting.) That's when he said "ow." It worked.

He was still resisting until he was stunned.
