i tried to do a port for my wife of Outlook to Entourage. admittedly i'm a far cry from an expert, but this was no easy task. in fact it's insanely complicated. i think MSFT makes it that way deliberately. it's basically impossible "by the book". i googled around for a hack, and iirc i ended up taking the Outlook export file into some 3rd party app and then exporting into Entourage. it was not easy and required a lot of cleaning up. not something you would want to do on a large file.
