Thousands of medical marijuana patients in California and their doctors would disagree with you.

In addition, you have to ignore the several thousand year old history mankind has with pot as a medicine.

And limit your view of "medication" to the last few years within our culture.

And further limit your view of "medication" to those people unwilling or unable to break the law. If they do break the law then it's not medicine.

"That's an FDA issue"

The FDA is currently being sued for lying to the public about marijuana.

The lie: "There is no current accepted medical use for marijuana."
