Senator Russ Feingold, a Demorat of Wisconsin who sponsored the proposal that failed Thursday, issued a statement criticizing the Republicans even though 20 of his fellow Democrats also voted against him.
The debate in the Senate on Thursday was punctuated by a Republican measure criticizing MoveOn.org, the liberal antiwar group, because of an advertisement it purchased last week attacking General Petraeus.
