Gingrich said on radio moments ago that it's impossible for the federal bureaucrats in DC to micromanage a healthplan for over 303M Americans. Fraud would be the most difficult challenge. His example was Medicaid in NY state, where there's $1.8billion in fraud for 3 NY counties.
