She is not proposing to tear down anything that is currently working. She is not proposing anything that is totally and comprehensively new. She is proposing to make the system better. She is proposing to do what is practically possible. She is proposing that everybody that is not currently insured get insured through various means of getting the cooperation of those in the public and private sectors.
