Once in Iraq, however, there should be no doubt that Iranian forces in Iraq who are targeting innocent Iraqis, Iraqi Military, or American soldiers are active enemies.

That's what we have been doing. But respecting state borders that Iran doesn't respect is giving them a big and undeserved advantage. We need to bring the costs of this strategy home to them.
