a fine balance between the rural and urban. Zig=Prices of the produce of the rural, subsidize the urban. Then zag=increase the price of the produce of the rural, to enrich the farmers a bit.

Then look how urban are having more discretionary income, farmers prices tend to skyrocket, open the market for Brazilian food producers to control food prices else urban will be looted by the local rural....

and so it goes...
