lack of state safety net makes people care more for their peers. State safety net makes people say: "Fuck you! I already pay 40% taxes, go seek help with the state?"

Flowing from that mind set, people tend to be less friendly, less kind and less helpful to others.

I'm not saying it makes then more honest. I'm just saying about how they treat the peers. It works like that:

Robber ask you for your wallet, you can negotiate with him:

"Hey, wait a moment, I need at least, 10 Reais here, for my trip home and get bread for the kids at the bakery before getting home."

The robber thinks: "Jesus! I get all that risk to rob a guy who's almost as poor as I am. God's going to punish me!

"Come take 10 reais. Don't look back and move!"

As you can see kindness percolates all the relations between people.
