I've seen this for many years and many terms. The sitting president just puts deadlines past when he's out of office.
Any tough love or cuts just gets shoved back. They all do it. Bush is a hypocrit because he didn't do it sooner.
Also.
Bush even said right out that's what he was doing with the war. "It's the next guys problem".
