Some large % of the 8000 + hedge funds began in law firms, this allowed them using their clients conflicts proprietary data base to log in and alert all participating firms that an officer or a director key insider was in an office on a legal matter. This is the origin of much of the actions which follow.

the legal system has been using its system as cover, while it nuances its way to what follows, always under the cover of plausible deny ability.
