Interest on the national debt in 2006 was $406 billion. Payouts to the old age and survivors part of SS was $479 billion. The Greenspan Commission in 1983 recommended (and Reagan and Congress pushed through) increasing SS withholding to provide for the Baby Boomers. It was really a tax increase for the poorest Americans in the name of "Saving Social Security". Since then billions of dollars have been removed from SS withholding by corporations contracting out jobs to self-employed contractors who take small salaries (subject to SS withholding); and pay themselves via large dividends (not subject to SS withholding.)

If Bush wants to save some money, make the Pentagon learn how to manage. They've never passed an audit.
