FPL to make big solar thermal investment ..

10:30AM FPL Group plans to boost U.S. solar energy production (FPL) 62.56 +0.65 : Co announces a $2.4 bln investment program aimed at increasing U.S. solar thermal energy output and reducing carbon dioxide emissions that contribute to global warming. Co announces three initiatives:

1) Investment of up to $1.5 billion in new solar thermal generating facilities in Florida and California over the next seven years,

2) Investment of up to $500 million by FPL to create a smart network that will provide its 4.5 million customers,

3) The launch by FPL Energy of a new consumer education program and new products that could increase renewable energy resources by at least $400 million over the first five years of the program.

Both NRG and Constellation plan to construct "merchant" nuclear facilities, meaning costs will not be passed on to utility customers under regulated rates. Instead, risks of cost-overruns will be borne by shareholders.

"Clearly as a merchant, we have to be careful," said Shattuck. "But the reward is a much higher level of return than we would receive under a regulated regime."

Financing techniques developed by merchant generators over the past few years "will be what makes nuclear happen in this country," Crane said.

The NRC said it expects applications to build about 30 new reactors as nuclear power undergoes a revival. Four more applications are expected before year end.
