Sorry, I haven't taught oceanography for years but I do remember students like you.
I can tell you that a spill off the north coast of Cuba could be an environmental distaster of huge proportions for the already dying reefs of Florida and the Bahamas.

It would make more sense to bomb cubas drilling equipment than Irans nuke program.

Or just start trade with them.
