I believe there was a reward for turning somebody else in.

But more importantly, if you bought bullion using a credit card or cash/receipt in the past two/three years, then you can assume you are known to the gov't thanks to the patriot act. That kind of changes the dynamics about ignoring a governmental order to turn over your bullion, or explain it's absence.

I expect that a lot of people will anticipate this conundrum, and unfortunately discover, and report, their bullion being stolen. Bummer.
