My answer would be that - by definition, given the powers they have been handed and the tasking put upon them - that is TRUE.

(I'm of the 'Chicago School' of monetarists --- the PROPER role for a national bank and the Treasury is to provide a steady money supply [at, or just very slightly above, the long-term national growth rate], and guarantee liquidity short-term during financial panics; but it is improper [& ultimately, creates more harm then good] to have them mucking about trying to 'counter-balance' the normal swings of the business cycle.)
