Lynn and Lee thank you for your responses. I should have been more clear. All the transactions were ADR's. They don't match the fees up with purchases or sales. They just show up as a foreign security fee on my statement. They couldn't even tell me to which trades the fees belonged to.
This is what I just got back from TD Ameritrade:

Some foreign securities trade in the United States as American Depository Receipts (ADRs). A security, created by a U.S. bank, that evidences ownership to a specified number of shares of a foreign security held in a depositary in the issuing company's country of domicile. The certificate, transfer, and settlement practices for ADRs are identical to those for U.S. securities. U.S. investors often prefer ADRs to direct purchase of foreign shares because of the ready availability of price information, lower transaction costs, and timely dividend distribution.

Foreign securities that trade as ordinary shares in the Over-The-Counter Bulletin Board (OTCBB) or Pink Sheet markets are subject to foreign security fees of up to $100.00 on both the buy and sell side. This fee includes transfers in and out. This is a third-party fee that TD AMERITRADE may incur in order to trade or transfer some foreign securities and is passed on to the client by TD AMERITRADE. This fee originates with Merrill Global Custody Services.

There is no way to determine how much or even if you will be assessed this fee prior to the trade. And the fee may not show up in your account for over a month.
