I didn't say it was a big boost, I said it was a boost. It had a positive effect but things like the collapse of the internet (and to a lesser extent tech stocks in general) bubble, 9/11, Katrina etc., had a negative effect. You also had an increase in the price of oil, and now you have a situation with real estate. But after all of that we still have decent growth and low unemployment.

It would have been a bigger boost if it also represented tax simplification, but it didn't make the tax code simpler (probably even made it a bit more complex).

Also the tax cut didn't get fully implemented the moment Bush entered office. It wasn't all passed until 2003, so then you get an effect on 2004 taxes.
