Congress authorized the war under false pretenses and severe arm-twisting (i.e. threats, coercion and lock-up until the votes are obtained). Congressional approval however is irrelevant to the morality and legaility of the war.

Congress authorized but did not direct the war and Bush pulled the trigger. The proximate (nearest) cause was Bush.
