Yes - in a public place the chances a poorly trained person with a handgun shoots the wrong person is quite high - unlike TV, bullets go right through several walls. Watching the Virgina Tech stories - the professor who stood in the door way gave his life for a few seconds of time, with a taser he could have saved the day. He was a real world hero willing to step up and take action to defend his students from harm.I don't even oppose owning them for protection. However, I think anyone who does is morally obligated to actually learn how to use the thing and keep in practice. Trying to defend yourself with a weapon you never fired is an oxymoron. Owning handguns (or any gun) should not require training - but if that person intends to get a concealed carry license - I don't really have any objections to training as they intend to carry in public. I have a CCL, but my state required no training, but I didn't really get the license to carry - more a way to buy guns and skip the waiting period. With a CCL when you buy a gun from an FFL, after you pass the NICS check you can walk out the door with the weapon. Without a CCL you have to wait several days. The old joke about waiting periods - after the first gun, what's the point of a waiting period? On the other side of training, I knew a middle school teacher being stalked by her ex-husband, she had a restraining order against him and decided he was just crazy enough she applied for a CCL. Since this state has no training requirement she got the license in three days. This to me is a good thing as her husband could have done something to her anytime and waiting months for the next training course could be a sad story. Then to compound the issue, not having any training she carried the gun to her school classroom and was reported. Real stories of real people requiring immediate protection really can complicate what some people think is such a simple issue.
