Newt has always been a mover and shaker rather than the star.
Wasn't CPAC one of his big organizations that helped so many young Congressmen get elected during the Reagan years?

Mobilizing people on issues, articulating long term goals, helping people get elected.

If he really wanted to run, there is no doubt here that the money would come in.
